This report considers Commonwealth members’ voting patterns at the HRC and provides a basis for evaluating their engagement with the HRC to determine whether their voting behaviour is consistent with: HRC pledges, repeated commitments to Commonwealth values, votes of other Commonwealth countries, and their own past votes.
