Legal Analysis

CHRI undertook a critique of the Draft Police Ordinance 2007 that was prepared by the Caretaker government (2006-08). This Ordinance is still to be passed but unfortunately there seem to be few champions to take it forward. The Ordinance though drafted by the UNDP in collaboration with the Bangladesh police suffers from several weaknesses. CHRI’s critique highlights these infirmities and provides recommendations and amendments. Since the change of government in end 2008 and the victory of Awami League, the Ordinance has been languishing in the corridors of power. CHRI’s objective is to revive interest in the Police Ordinance and generate extensive debate on the principles of better policing enshrined in the Ordinance. The critique was undertaken as a first step towards this objective. During our visit to Bangladesh, we shared it with a few critical stakeholders.
